T I 0_1 <br />REPORT <br />To the Honorable Mayor and City Co <br />From the City Ma <br />February 10, 2003 <br />Subject <br />Agreement for Professional Consultant Engineering and Design Services for the <br />Preliminary Design of the Bayfront Canal Improvement Project. <br />Recommendation <br />Approve and authorize execution of an agreement with Winzler & Kelly Consulting <br />Engineers of San Francisco, California, for providing consultant services for the <br />Preliminary Design of the Bayfront Canal Improvement Project, in an amount not to <br />exceed $210,062. <br />Background <br />The first phase of the Friendly Acres Area Flooding Program (installation of a 66" <br />collection pipe in 5`" Avenue, from Broadway to Rolison Road) was completed in March, <br />2001. <br />The second phase of the Project (installation of a 66" collection pipe under Hwy 101, <br />from Rolison Road to the 5`" Avenue Pump Station, located at the Harbor Village Mobile <br />Home Park) was completed in March 2002. <br />The third phase of the Project consists of the construction of a new storm drainage <br />pump station to replace the existing, under capacity, and out -dated pump station, <br />located at the Harbor Village Mobile Home Park. The final design phase will start in <br />March 2003, and the construction is scheduled to begin in summer 2004. <br />The Bayfront Canal Improvement Project is the fourth phase of the multi - phased Flood <br />Control Program. The intent of this project is to increase flood protection, and improve <br />the Bayfront Canal capacity for storm water. Both short-term (30 year storm) and long- <br />term (100 year storm) protection will be analyzed in this preliminary study (design). <br />The scope of the preliminary design includes: <br />r <br />'r <br />Aerial/Topographic Survey <br />Geotechnical Engineering Investigation <br />Preliminary Environmental Site Assessment <br />Hydraulic Modeling <br />Biological Constraints Analysis <br />Develop and Analyze Alternative Project Solutions <br />
