T I 0_1 REPORT To the Honorable Mayor and City Co From the City Ma February 10, 2003 Subject Agreement for Professional Consultant Engineering and Design Services for the Preliminary Design of the Bayfront Canal Improvement Project. Recommendation Approve and authorize execution of an agreement with Winzler & Kelly Consulting Engineers of San Francisco, California, for providing consultant services for the Preliminary Design of the Bayfront Canal Improvement Project, in an amount not to exceed $210,062. Background The first phase of the Friendly Acres Area Flooding Program (installation of a 66" collection pipe in 5`" Avenue, from Broadway to Rolison Road) was completed in March, 2001. The second phase of the Project (installation of a 66" collection pipe under Hwy 101, from Rolison Road to the 5`" Avenue Pump Station, located at the Harbor Village Mobile Home Park) was completed in March 2002. The third phase of the Project consists of the construction of a new storm drainage pump station to replace the existing, under capacity, and out -dated pump station, located at the Harbor Village Mobile Home Park. The final design phase will start in March 2003, and the construction is scheduled to begin in summer 2004. The Bayfront Canal Improvement Project is the fourth phase of the multi - phased Flood Control Program. The intent of this project is to increase flood protection, and improve the Bayfront Canal capacity for storm water. Both short-term (30 year storm) and long- term (100 year storm) protection will be analyzed in this preliminary study (design).
