�2 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City <br />February 10, 2003 <br />Subject <br />Stop signs on Grand Street at Harrison Avenue. <br />Recommendation <br />Adopt a resolution approving and authorizing the installation of stop signs on Grand <br />Street at its intersection with Harrison Avenue. <br />Background <br />In September, 2000, residents of the 400 and 500 blocks of Grand Street petitioned the <br />City to install either cul -de -sacs or speed humps in those blocks, or to install stop signs on <br />Grand Street. A total of 30 residents of these blocks signed the petitions. <br />Staff conducted initial traffic data measurements and informed the circulator of the petition <br />that traffic speed on Grand Street did not meet the minimum eligibility criterion under the <br />City's adopted policy on speed humps. Staff also informed the petition originator that, in <br />originally establishing the neighborhood traffic calming program, Council had cautioned <br />staff against proposals to employ devices such as cul -de -sacs, which would divert <br />significant traffic to other streets. Proponents then focused the request on stop signs on <br />Grand at Harrison; this intersection is currently uncontrolled (no stop signs). <br />Representatives of properties at the corner of Grand and Harrison who were not already <br />initial petitioners for the stops were contacted. Representatives of two of the three corner <br />residential properties and of Holy Redeemer Lutheran Church, which occupies the fourth <br />corner, support the installation. The owners of the remaining comer residence did not <br />respond to the City's contact. <br />Staffs traffic count analysis shows Grand Street carries a two -way average weekday <br />traffic total of about 650 vehicles per day. Traffic using Grand Street has 85th percentile <br />speeds of 27 miles per hour (mph) northbound and 28 mph southbound. On the average, <br />about 9 vehicles per day travel through this area on Grand faster than 35 mph (more than <br />10 mph over the speed limit). Harrison Avenue has lower traffic volumes than Grand and <br />generally similar speed characteristics. <br />Traffic volumes at the intersection do not meet the quantified criterion of Redwood City's <br />local street stop sign policy. At 650 vehicles per day, Grand Street — the busier street - <br />would not even qualify under Redwood City policy as the minor street (900 vehicles per <br />day required). There are several hours of the day when at least 20 school -aged <br />pedestrians cross Grand at Harrison. However, the total conflicting traffic volumes during <br />
