7 2 B -2 <br />those hours are less than half the minimum threshold conflicting volume established as a <br />criterion in the policy. No traffic accidents at the subject intersection have been reported <br />to Redwood City Police in the past six years. <br />Although the traffic statistics do not exceed the quantified eligibility thresholds in the City's <br />local street stop sign policy, staff believes there are circumstances such that the Council <br />could reasonably make a finding that stop signs are warranted on Grand Street at <br />Harrison Avenue. These circumstances include: <br />The crosswalks across Grand at Harrison are marked as school crosswalks and <br />are used by school -aged students walking to and from the immediately adjacent <br />Holy Redeemer School, as well as McKinley School and Mount Carmel School, <br />each of which is only a block away. The crosswalk may also be used by some <br />students at the slightly- more - distant Sequoia High School. <br />The crosswalks provide access to the playgrounds of McKinley School and Holy <br />Redeemer School, each located within one block. <br />There are also two day care centers on Grand Street in this general area. <br />lo Despite the unimpressive overall traffic statistics, the concentration of three <br />schools in a small area results in an intense and confused pattern of traffic and <br />pedestrian movements in the brief periods surrounding school assembly and <br />dismissal times. Presence of the stop signs would help bring order and safety to <br />traffic and pedestrian movements. <br />Because of the proximity to Sequoia High, this section of Grand Street and its <br />school -aged pedestrian population may have exposure to an unusual <br />concentration of inexperienced and occasionally aggressive drivers. <br />With the entry to Holy Redeemer Church at the northwest corner of the <br />intersection, the stop signs would be useful at times of church services. <br />➢ With traffic volumes so low, the stop signs will not inconvenience large numbers of <br />drivers and the noise consequences of the stops will not be as noticeable as at <br />intersections on busier streets. <br />Notices regarding the proposed stop signs were sent to 41 residences (and their property <br />owners) in the vicinity of the intersection. The notice announced that the stop sign would <br />be recommended to the City Council at this meeting, and indicated that comments on the <br />issue could be submitted to the City's Traffic Engineer before Friday, January 31, 2003. <br />As of that time, five communications were received on this subject: four indicated support, <br />and one indicated opposition. <br />
