/D, 14/3
City of Redwood City
City Clerk
December 23, 2002
Page 2 of 2 pages
Store be permitted to open. It is estimated that approximately 20,000 visits from
Store customers to the area will occur each year, thus increasing the number of
persons visiting the 2600 block of Broadway in the CBR area each year and
assisting the struggling businesses in the immediate area of the proposed Store.
Innovations believes that the Store would be an asset to the CBR and serve the
purposes of the CBR by adding to the customer base of retail businesses already .in
the area.
The lists of permitted uses in sections 26.2 ad 26.4 of the Code are augmented by
section 26.4, subsection S., which permits any use not specifically listed, but which
is determined "to be of the same general character as the uses permitted" and
"which use is not inconsistent with the purposes of this article." Innovations.
believes that its proposed store is not inconsistent with existing uses in the CBR
and uses such as West Coast Beauty Supply, Peninsula Beauty Supply, Sally
Beauty Supply and drug stores in the area selling similar products to local
residents. The purposes of the Article as stated in section 26.1 is "to strengthen the
retail vitality and economic base of the downtown area and to serve the needs of
Redwood City residents, businesses and workers." Innovations' Store will assist
the businesses on Broadway by bringing potential customers to an area where foot
traffic is dwindling. Additionally, the Store will serve approximately 900
cosmetologists who live in Redwood City along with those beauty salons that do
business in Redwood City.
Innovations hopes that the City Council will take into consideration the factors
discussed here and exercise its good discretion in allowing the Store to open at
2652 Broadway, so that Innovations may serve the needs of the businesses,
workers and residents of Redwood City.
Please do not schedule the public hearing during the week of January 20, 2003.
Very truly yours,
Sam Licursi,
CEO Innovations — Successful
Salon Services, Inc.
