/D.A /2 <br />December 23, 2002 <br />ATTACHMENT 4 Lf <br />City of Redwood City <br />City Clerk <br />1017 Middlefield Road <br />Redwood City, California 94064 <br />Subject: Appeal From Decision of City Planning Department <br />Zoning Administrator - Professional Beautv Sunnly Store <br />Application for Use Permit — File UP 2002 -39 <br />Property Address: 2652 Broadway <br />Assessor's Parcel Number: 052- 321 -130 <br />Dear Sir or Madam: <br />Please be advised that Innovations — Successful Salon Services, Inc. <br />( "Innovations ") hereby notices the City of Redwood City that it is appealing the <br />Zoning Administrator's (the "Administrator's ") decision denying a Use Permit <br />regarding that portion of the decision concerning the professional beauty products <br />supply store (the "Store ") pursuant to Article 26 of the Redwood City Zoning Code <br />(the "Code "). Innovations requests that the City Council of Redwood City <br />determine whether or not under Article 26 of the Code the Innovations' proposed <br />Store is or is not of the same general character as the uses permitted by Article 26 <br />of the Code and whether or not it is inconsistent with the purpose of Article 26. <br />Innovations' appeal of this decision is based on its disagreement with the findings <br />of the Administrator (1) that the Store is not of the same general character as other <br />similar uses which exist in the CBR area and (2) that the Store will not produce the <br />effect of "concentrating retail uses downtown" thus serving the needs of Redwood <br />City residents. Innovations believes that consistent with Article 26.1 the new <br />CosmoProfT store will "strengthen the retail vitality and economic base of the <br />• downtown area and to serve the needs of Redwood City residents, businesses and <br />workers." The fact that the Store is open to licensed cosmetologists only is not <br />inconsistent with these purposes. <br />Innovations has presented and presents herewith to the City of Redwood City a <br />total of 144 letters from Redwood City residents, which request that the Store be <br />permitted to open.
