10,4 <br />This decision is consistent with past interpretations and applications related to a <br />very similar use in the same zoning district (CBR) in Downtown Redwood City. A <br />professional beauty supply store, which sells only to licensed cosmetologists, is <br />located at 2610 Broadway (West Coast Beauty Supply). This business was <br />established at that location prior to the enactment of Article 26, the CBR Zoning <br />District, in 1991. Over the years, that business has requested to expand and <br />locate elsewhere in the downtown in the CBR Zoning District. However, City <br />Planning staff has consistently notified this business that it cannot do so because <br />it is a nonconforming use in the CBR Zoning District, and it is not considered to <br />be a permitted or a conditional use. <br />This decision can be appealed to the City Council.
