There should be a reasonable expectation of finding <br /> <br />comparable classes in most other agencies. <br /> <br />The number of bench mark classes shall be as small as is <br /> <br />\ . <br />reasonable and practical. Additional salary data may be <br /> <br />obtained on a one-time basis for unusual non-bench-mark <br /> <br />classes. <br /> <br />The annual salary survey shall be conducted as soon as <br /> <br />possible after July 1 of each year an~ the salary recommenda- <br /> <br />tions shall be submitted to the City Council by the first <br /> <br />regular Council meeting in November. <br /> <br />PARTICIPATION OF EMPLOYEE ORGANIZATIONS <br /> <br />Before the City Manager submits his annual classification, <br /> <br />salary and fringe benefit recommendations to the City Council, <br /> <br />he shall first meet and consult with representatives of the <br /> <br />recognized City employee organizations, in accordance with the <br /> <br />laws governing City emp~oyer-employee relations. <br /> <br />When the City Council meets to consider the annual changes in <br /> <br />classification, salary, fringe benefits and other terms and <br /> <br />conditions of employment, it shall consider fully such presenta- <br /> <br />tions as are made by the recognized employee organizations, in <br /> <br />behalf of their members, prior to arriving at a determination <br /> <br />of policy or course of action. <br />
