7.A <br /> Page 3 <br /> Over the next 11 months, Hart Howerton's work will focus on three primary tasks, as <br /> generally described below: ', <br /> Task One - Oversight and management of environmental review process: Provide <br /> programmatic assistance and management fo the City and associated staff. This <br /> includes helping to coordinate contracts, consultants, scoping strategy, schedules, the <br /> Environmental Review Management Team (ERMT) meetings, as well as assisting <br /> Hauge Brueck Associates with establishing an efficient, credible and robust CEQA <br /> process. Also included in the revised scope of services is a contract for water exchange <br /> legal advisory services� which includes providing the City with analysis, input and policy <br /> guidance regarding the water exchange proposal in the application. <br /> Task Two - Development review: Continue to work with the applicant and City staff to <br /> review the Saltworks project application and provide evaluation, anatysis, critique, and � <br /> policy guidance, including the development of project afternatives for study in the EIR. <br /> Development review at this scale requires the ability to evaluate the complexities of a <br /> project over a wide array of topics ranging from the general to the specific. Analyzing <br /> the interrelationship of project components, City policy, and public input requires a firm <br /> with the depth, knowledge base, expertise and staff to manage such a task. <br /> � <br /> Task Three - Communications support: VIlork with the City and the ERMT to ensure that I <br /> a transparent, meaningful and inclusive public participation process occurs in relation to <br /> the processing of the Saltworks development proposal. <br /> The amended scope of work is intended to cover the anticipated time and materials <br /> associated wifh the review of the development proposal and the public invo[vement <br /> process through June 2011. Contract Amendment No. 4 is in the amount of <br /> $868,274.00 taking the total contract value, including previous amendments, to <br /> $1,679,324.00 ($868,274 + $811,050). � <br /> Hauqe Brueck Associates <br /> As designed, HBA's original scope was intended to cover initial project review costs up <br /> to preparation of the "Notice of Preparation". This Amendment was anticipated to occur <br /> early in the process once the first phase of review was complete and the scope of work <br /> could be better defined. HBA's revised scope of services inc[udes the preparation of a <br /> thorough and in-depfh environmental analysis intended to aid the general public, <br /> agency representatives, and the City's policymakers to make informed decisions about <br /> the Saltworks development proposal (Attachment 3). Including in this scope of work are <br /> tasks such as developing a project description for CEQA purposes, implementing <br /> project scoping meetings, retaining and managing sub-consultants, the preparation of <br /> peer review of technical studies, and preparation of a draft environmental document. <br /> The amended scope of work is intended to cover the anticipated work associated with <br /> the review of the development proposal and the public involvement process through <br /> June 2011. Contract Amendment No. '! is in the amount of $1,439,300.00 taking the <br /> total contract value, to $'1,691,300.00 ($1,439,30�.00 + $252,000). <br /> ALTERNATIVES <br /> Council may choose not to approve the revised scopes with Data Instincts, Hart <br /> Howerton, and/or HBA and direct staff to modify the scope of work, work with al#ernative <br /> consultant(s), or determine alternative means to perform the work. <br />
