i <br /> 7.A <br /> Page 2 <br /> The information presented to the Pianning Commission will be summarized for the City <br /> Council at their meeting on August 23, 2010. Materials associated with the project <br /> review schedule will be delivered at the meeting. <br /> Amendments to Professional Service Agreements <br /> Over the last year, the City Council has approved several professional service <br /> agreements, and subsequent amendments, associated with the review of the Saltworks <br />� development proposal (Project). Most recently, on May 24, 20'10, the City Council <br /> confirmed the selection of Hauge Brueck Associates (HBA) as the lead environmental <br /> consultant for the purpose of coordinating and producing analysis of the proposed <br /> Salfinrorks project as is pertains to the California Environmental Quality Act in the form of <br /> an Environmental Impact Report (EIR). HBA's scope of work also includes coordination <br /> efforts for environmental review of the proposed Salfinrorks project as it may pertain to <br /> the National Environmental Policy Act (NEPA} specifically an Environmental lmpact <br /> Statement (EIS). <br /> The amendments to professional service agreements, as further detailed below, are <br /> necessary for the City's consultant team to continue the review and evaluation of the <br /> proposed Saltworks project, as well as to support public involvement throughout the <br /> process. The revised agreements also include additional scope and budget to allow the <br /> respective firms the ability to hire, where necessary, technical subject matter experts as <br /> sub-consultants. <br /> On May 24, 2010, the City Council approved a Reimbursement Agreement with DMB <br /> Associates ("Applicant"}, which stipulates that the Applicant is to pay the costs <br /> associated with City staff and consultant services related to review of the Project. <br /> Data Instincts <br /> Data Instincts' revised scope of services includes continued support to the Redwood <br /> City staff for the purpose of providing public information about the Saltworks project. <br /> The consultant has been tasked with developing communications materials and <br /> systems in coordination with City staff on an as needed basis. These items include, but <br /> are not limited to, a variety of informational materials such as fact sheets, Web page <br /> updates, educational pieces, letters, and e-mail broadcasts (Attachment 1). <br /> The revised scope of work is intended to cover the anticipated work through June 2011, <br /> associated with the review of the deve[opment proposal, most notably supporting public <br /> involvement throughout the process. Contract Amendment No. 3 is in the amount of <br /> $180,000.00, taking the total contract value, including previous amendments, to <br /> $275,500.00 ($180,000 + $95,500). <br /> Hart Howerton <br /> Hart Howerton will continue to provide support to City staff for the overall programmatic <br /> management of the Saltworks development review process. Included in this <br /> responsibility is contract management for several technical sub-consultants. Hart <br /> Howerton, including sub-consultants, are acting as an extension of staff with the <br /> express purpose of representing the City in the development review process. The <br /> revised scope of services will focus on co-management of the Environmenta) Review <br /> Management Team (ERMT); assisting the City in reviewing the development proposal; <br /> supporting the City's environmental review process pursuant to the California <br /> Environmental Quality Act (CEQA); and associated communications (Attachment 2). <br />
