Over.right of EAMT,schedule,proce.rs and or�ani�ational chart.•We would represent the City to continue to provide overall management of the ERM'T,updates to the organtzational chart and management of the overall schedule for the environmental revicw process. We would keep the City updated on the schedule and provide itzput and feedbatk to Hauge Brueck Associates on scheduling and communication strategies. I 2. �'reparation of.rcoping.�trategy,.rchedule,and pmces.r.� We would continue to advis e the ERMT to ensure that the overall goals of the scoping process are consistent with Ciry policy, direction and the overall communication plan.These goals will be set out in an overall process and tied to a schedule,including internal wotk sessions,public workshops and (as applicable) Council studp sessions and/ar meetings. j. Con.rultant Corttract Revieu�and hlanagement.• This would include our on-going review and assistance in identif��ing needed expert consultants,retaining consultants and managing cansultant contracts. 4. R.eview and ssrpport of pr�paratio»of NOP: This would include our review and�eedback c�n the NQP with the ERMT to ensure thar it is adequate and that all City policies and applicable Saltworks development proposal materials are incorparated. S. Scopin�q and Inforntatronal Meettng.r support: We would work closely with the City and the ERM'I'to assist in crafting meeting materials,presentations and graphics so that key rnessages and information are clear and consistent with the overall goals of the scoping process and the City's goal of a xobust CEQA process. For purposes of this scope, this includes six scoping meetings (Averagitig about one meering a month starting in September of 2010 through March 2011). 6. New General�lran CE�,Q�4 Re�new a�ad Input. As the new Gerzeral Plan relates to the scoping and envirorunental review of che Saltworks application,the ERM`!'would review any comments and/o�updates to the new General Plan to ensure consistency with approach and assumptions. 7. Environmental document.r review—This includes our on-going oversiglit and advisory services of the environmental review process as it moves irito the preparation of the ciraft documents. This would�include advice and direction on approaches to analpsis, sequence of subject materials for document(s),review and editing of draft text,legal interpretation of CEQA and NEI'A guidelines,advice on applicable state and federal Iegi.slation,and on-going communication support for the City and ERMT. S. W/ater ExchAnge Le�alAdUasor��Service.r—This scope includes working with the City to provide analysis,input and policy guidance regarding the water exchange proposal in the application.
