TASK 6.3 CIRCUt,.ATE NOP Followin� completion of the NOP, the City shall circulate the documents to public a�encies and interested parties. The ECT shall assist the ERMT in preparinQ a le�al advertisement, including a project description and scopin� meetin� date(s) and location. The ECT shall coordinatc with the ERMT to determine the boundarv for the mailin� list and which publication(s) shall run the le�a! advertisement. The ECT shall update the list of ad�acent propertv owners prepared b ty he Applicant in consultation with the Citv. The ERMT shall review and comment on the legal advertisement and meeting mailer prior to ' publication and distribution. TASK 6.4 SCOPING MEETINGS The ECT shall prepare and conduct a series of public scopin� meetin�s. The EC1' shall lo� comments made bv agencies and the public throu�hout the duration�f the meetin�s. Topic oriented public meetin�s, shall focus on a distinct environmental topic or gr`p of associated topics in relation to the Pro'e� Ct• Following each scoping meetin�;,the ECT shall compile scopin�comments in a database notin�the date, namc, or�anization and text of the commcnt. Each comment will be identified bv tonic so that thc database maY be searched bv topic area. TASK 6.5 SCOPING REPORT After the scopin�meetings are eomplete and comments compiled,the ECT shall prepare a scopin�report. I The Scoping Report shall list the persons or agencies that submitted comments and will include the comment database in the report appendix. The Sco,pin�Report shall include a summary of comments I, with focus on the issues to be analvzed. TASK 6.6 ALTERNATIVES DEVELOPMENT REPORT The ECT shall prepare Alternatives Development Report based on data collected durin� the scoping meetings. TASK 6.7 IDENTIFICATION OF SPECIAL STUDfES AND TECHNICAL REPORTS Based on the outlines in Task 4 and the comments received during the scopin�nrocess, the ECT will develop a Iist of saecial studies needed to support the preparation of the environmental documents. The special studies shall detail participants and studv locations, what will be done during the studies, what � methods will be used, what tvpe of data will be collccted, haw studv results will be presented, and why the studies are needed. Soine technical studies may commence durin� this period. For exarnple, biolo�ica]resource survevs may need to be conducted durin t�e sprin�bloom period.
