6.1 D <br /> Pa e 1 <br /> ����R� <br /> To �he Honorable Mayor and City Council <br /> From the Cit Mana er <br /> August 23, 2010 <br /> SuQ,�EC-r <br /> Community Development Bfock Grant and HOME lnvestment Partnership Act Funding <br /> Agreements for Fiscal Year 2�10 -2011 <br /> RECOMMENDATION � <br /> Authorize, by motion, 16 operating agreements with 13 non-profit organizations to allow , <br /> disbursement of Community Development Block Grant and HOME Investment <br /> Partnership Act funds for Fiscal Year 2010-2011, and with respect to the Kainos Senior <br /> Housing Acquisition Agreement (Kainos Agreement}, authorize the City Attorney to <br /> I make technical and clarifying changes as necessary to the Kainos Agreement and to <br /> develop further documents to effect the obiigations and outcomes that the City wishes <br /> to secure through the Kainos Agreement. <br /> BACKGROUND <br /> Each year the City recei�es an �ntitlement of Community Development Block Grant <br /> (CDBG} and HOME Inves�ment Partnership Act (HOME) funds from the U.S. <br /> Department af Housing and Urban Development (HUD). These funds provide <br /> intervention and supportive programs to Redwood City citizens which include homeless <br /> services, senior and youth programs, job training, economic development assistance, <br /> minor home repair and energy conservation programs. CDBG funds are exclusively <br /> targeted to low and moderate income residents to meet certain housing, supportive <br /> programs, and non-housing community development needs. Approximately 16 <br /> programs that meet housing and homeless intervention criteria are currently funded <br /> through CDBG. These programs are operated by non-profit organizations and will <br /> collectively pro�ide assistance to an estimated 1,500 Redwoad City residents who are <br /> low income or have special needs. <br /> The City Council approved these programs and activities on April 26, 2010 in the 201�- <br /> 2011 First Annual Action Plan of the City's new five-year Consolidated Plan for 2010- <br /> 2015. <br /> Program Changes <br /> There are a number of program changes in the first year of the new Five Year <br /> Consalidated Plan for 2010-2015. There are two new organizations being funded for the <br /> first time this year under the new Consolidated Plan: <br /> 1) Community Legal Services of East Palo Alto will be conducting the Homeless <br /> Prevention, Eviction Defense, and Post-Foreclosure Legal Assistance Program for <br /> homeowners experiencing foreclosure as a result of predatory loans, and tenants <br /> being evicted from properties that have been subject to foreclosure proceedings. <br /> 2) Service League Hope House Transitional Case Management is a new public service <br /> activity that provides a case manager to link clients in the Hope House programs to <br /> a range of community services as they transition to self sufficiency and permanent <br /> affordable housing upon their discharge. <br />
