6.1 D <br /> Page 2 <br /> The on-going Minor Home Repair Program will be operated in the future by Rebuilding <br /> Together Peninsufa. The program originated in the eariy 1980's as a CDBG funded <br /> program operated by the Target Education We[fare Incorporated (TEWCI) Senior <br /> Genter. When the organizatron's capacity could no longer carry out the services, the <br /> City contracted with North Peninsula Neighborhood Services to operate the program. <br /> Afiter a few years, the program was no longer cost effective because North Peninsula <br /> was located in Daly City and firavel cosfis and labor alone often exceeded the value of <br /> minor repairs. The Home lmprovement Loan Committee felt#hat the program provided a <br /> needed service, however, and recommended that staff operate the program in-house as <br /> an extension of the Home Improvement Loan Program. After more than five years of j <br /> successful in-house operation with limited marketing, staff reduc�ions make it no ionger ' <br /> feasible to be carrred out by the City. <br /> Rebuilding Together has recently created a similar program caUed "Safe at Hame" in a ' <br /> partnership with a faifh based organization and uses a donated labor pool #o provide <br /> minor home repairs to low income homeowners. Rebuilding Together has agreed to <br /> operate the City's program in conjunction with Safe at Home. The Housing and Human <br /> Concerns Committee has indicated their support for this co[laboration. The funding <br /> agreemenf for the Safe at Home Minor Repair Program is recommended for a term of <br /> two years with refunding recommendations to be made by the Hame Improvement Loan <br /> Committee from program income funds. A two year agreement allows Rebuilding <br /> Together time to affirmatively market the program ci#ywide, determine the level of need, <br /> and establrsh program funding levels in the future. <br /> One of the 16 agreements will provide new affordable housing in Redwood City. Kainos <br /> Home & Training Center wi11 be realizing organizational growth as #hey acquire the first <br /> single family dwelling to be used exclusively for six seniors with developmental <br /> disabilities. As their clients age and their disabili#ies become more prevalent, many are <br /> starting to need additional care to remain living independently. The acquisition and <br /> operation of Pete's Place (named after three "Pete's" who have contributed so much #o <br /> Kainos' mission}, wifl become the first licensed senior care facility for seniors with <br /> developmental disabilities in San Mateo County and will prevent early institutionalization <br /> for Kainos' clients. <br /> One of the two agreements with Shefter Network, Redwood Family House, is funded <br /> jointly from CDBG and the General Fund. This General Fund allocation of $36,800 was <br /> approved July 12, 2010, by tne City Council in the adoption of the FY 2010-12 HSFA <br /> budget. <br /> The funding agreements included in this report primarily provide homeless intervention <br /> and housing services. Capital improvement projects will be brought to Council tor <br /> approval in subsequent staff reports. The specific list of the 13 non-profit organizations, <br /> a description of the activities, and the amount funded is attached to this report as <br /> Attachment 1. <br /> ALTERNATIVES <br /> The Council may choose to modify the budget and/or scopes of work of the <br /> agreements. <br />
