6.1 G
Page 26

Response
The first part of the recommendation has been imp(emented.
Consideration was given to the number of vehicle collisions at the
intersection where the cameras were installed (Whipple Avenue and
Veterans Boulevard}. In addition considerafiion was given to the number of
violafiions at the intersection as the violations indicate a propensity for
collisions. Potential reenue was never a consideration to the placement
of the cameras.
The second par of the recommendation will not be implemen#ed as there
are no plans #o add any additional cameras in the ity. (f the plans ''
change, consideration wifl be given to the recommendation. '
Recommendation #2
Each jursdiction installing a red light camera should measure its ongoing
etfeciveness b fhe number of accidents caused from red li ht violafions before
Y 9'
arrdfer installation.
Response
The recommendation has been implemented. The City alo considr #he
number of citations generated at the intersection as it wou(d appear the
camera systems are reducing the number of red (ighfi violations. The
nurnber of vio#ations recorded has dropped since the installation of the
systems. lt is hoped the cameras are a deterrent and drivers are
becoming educated to become more cognizant of traffic control signals.
Recommendatron #3
Establish conslstenand regularreporing of accidenf rates to seniar officiats
including the respective city councils. This should be done af teasannually.
When repos indicate that accident rates have not been reruced, acfion should
be taken fa nvestigate why and removal of the red light cameras shoulcbe
consiaered if they are not effective.
Response
The recommendation to report the accident rates at the intersection has
not yet been implemented, but wi{{ be implemented at the end of cafendar
year 2010 if requesfied by the City Manager and City Council.
The City does not feel fihat the accident rafe alone shouid determine if the
cameras should be removed. The effectiveness ofhe cameras should
also be measured by the number of violations captured and the reduction
of the violations aver time. It is hoped that the cameras are a deterrenfi
and drivers are becoming educated to become rnore cognizant of fraffic
control signals.
9
