For more, see page 4. <br />.............. <br />ASSEMBLY PUBLIC SAFETY CHAIRMAN CALLS FOR VLF "TRIGGER" RESOLUTION <br />Assembly Public Safety Chairman Mark Leno (San Francisco) on February 5 called for bipartisan <br />support for an Assembly resolution calling upon the Governor to "pull the trigger" to end the vehicle owner <br />rebate and restore the vehicle owner's license fee obligation to the full level of 2% of the vehicle valuation. <br />For more, see page 5. <br />. . . . . . . . . . . . . . <br />SUPREME COURT HOLDS HEARING ON SB 402 <br />This week the California Supreme Court held its hearing on SB 402, the binding arbitration bill that <br />the League strongly opposed in 2000 when it passed out of the legislature. Although it is always difficult <br />to tell exactly where the justices will come down, League observers felt that the justices seemed to <br />understand the local government arguments, lending some reason for optimism. The Court has 90 <br />days to issue its decision. <br />Another case involving SB 402 in the City of Redding has finally been set for a hearing before the 3rd <br />District Court of Appeal on March 17, 2003. <br />The League will keep city officials apprised of developments in both cases.
