United States
Environmental Protection Agency. The State
Board is awaiting guidance from the U.S. Environ-
mental Protection Agency regarding compliance
with the decision.
In the meantime, the State Board has issued
an update advising cities and others on how they
should proceed in preparing a Phase II permit.
Federal regulations require jurisdictions subject to
the Phase II Permit to file a Notice of Intent to
comply and submit a Storm Water Management
Plan by March 10, 2003. These jurisdictions
should thus closely review their compliance
options. The most current information provided by
the Board is available on the Board's website at
www.swrcb.ca-gov/stormwtr.
Approximately 110 cities will have to comply
with the requirements of the Phase II Permit based
upon one of more of the following criteria: location
within an urbanized area, population density,
historic population growth, discharge of storm
water to a sensitive water body, and /or discharge
of pollutants sufficient enough to impair an other-
wise unregulated water body. Municipal jurisdic-
tions must develop a Storm Water Management
Plan (SWMP) containing six prescribed programs
in an attempt to minimize the environmental
impacts of storm water discharges.
Questions should be directed to the following
State Water Resources Control Board staff: Jarma
Bennett, at (916) 341 -5532 or Pamela Barksdale,
Chief of the Municipal Storm Water Unit at (916)
341 -5280. You may also contact Bruce Fujimoto,
Chief of the Storm Water Section at (916) 341-
5523.
PAGE 2 /PRIORITY FOCUS Visit the League's Official Web Site-- www.cacities.org
