That any establishment of a national wild life refuge in the South San Francisco Bay area within, or affecting, the City of Redwood City, Redwood City General Improvement District No. 1-64, or the port area of the Port of Redwood City, and the implementation of any legislation providing for such wild life refuge shall provide that: (a) In the event any land is so used within Redwood City General Improvement District No. 1-64 the amount thereof shall not impair the security for the bonds issued by said District; (b) Such refuge shall not interfere with, or hamper the proposed development or expansion of the Port of Redwood City and its deepwater facilities, or ship- ping and navigation related to said Port; (c) The Federal Government shall provide, at its own expense, for the creation of landscaped screening, or other "buffer" between such refuge and any developed areas; (d) The Federal Government shall insure that in the event salt ponds or other industrial areas are set aside for the development of such refuge, such areas shall continue to be used for commercial purposes at the discretion of the owners thereof for such period as may be agreed upon between the Federal Government and the owners of such ponds or areas; . (e) Such refuge shall include the area commonly known as "Bird Island;1I and (f) Such public hearings as Congress may determine to hold on the establishment of such refuge shall be held in the Redwood City area. 3. That the City Clerk is hereby authorized and directed to send copies ~of this resolution to the Honorable George Murppy; the Honorable Alan Cranston; the Honorable Paul N. McCloskey, Jr.; the South San Francisco Baylands Planning, Conservation, and National Wild Life Committee (ad hoc). * * * ":'~2-
