<br />EXHIBIT "A" <br /> <br />SCOPE OF SERVICES <br />Chemical Way Properties ("Site") <br /> <br />SCOPE OF WORK <br />The objective of the Phase I Environmental Site Assessment (Phase I ESA) is to identify <br />recognized environmental conditions at the Site related to the current and/or previous <br />ownership and uses of the Site and adjoining properties. Recognized environmental <br />conditions, as applied in the scope of this work, are the presence or likely presence of <br />any hazardous substance or petroleum product at the Site under conditions that indicate <br />an existing release, a past release or a material threat of release of any hazardous <br />substance or petroleum product into structures or into the ground, groundwater or <br />surface water of the Site. West Environmental Services & Technology will conduct the <br />Phase I ESA of the Site in accordance with the guidelines presented in the American <br />Society for Testing and Materials ("ASTM") Standard E-1527 -05 and the United States <br />Environmental Protection Agency's 40 CFR 312, Standards and Practices for All <br />Appropriate Inquiry. <br /> <br />The scope of work will include the following tasks: <br /> <br />· Review of Reasonably Ascertainable Records <br />WEST will obtain and review records that will help identify recognized environmental <br />conditions in connection with the Site. The work will include reviewing selected <br />historical aerial photographs, topographic maps, city directories and information on the <br />geology and hydrogeology of the Site and vicinity as well as pertinent regulatory records <br />and databases concerning potential releases of hazardous substances and petroleum <br />products at the Site and surrounding properties that may have impacted soil and/or <br />groundwater quality. Representatives of appropriate regulatory agencies will be <br />contacted regarding regulatory records for the Site and surrounding area <br /> <br />· Conduct a Site Reconnaissance <br />WEST will conduct a Site reconnaissance to obtain information indicating the likelihood <br />of identifying recognized environmental conditions in connection with the Site including <br />accessible interior and exterior portions of the grounds and perform a drive-by <br />reconnaissance of the surrounding neighborhood. <br /> <br />· Interviews with Individuals Knowledgeable About the Site <br />WEST will conduct interviews of: current property owners; past property owners (if <br />identified); property managers; Site occupants; and local government representatives, <br />as available, to obtain information indicating recognized environmental conditions in <br />connection with the Site. <br />
