<br />~ SEP 0 1 ~OlO ~ <br /> <br />CITY OF REDWOOD CITY <br />CITY CLERK <br />PROCLAMATION OF THE EXISTENCE OF A LOCAL EMERGENCY <br /> <br />WHEREAS, Section 10.6 (A) of the Redwood City Municipal Code <br />empowers the Director of Emergency Services to proclaim the existence or <br />threatened existence of a local emergency when the City is affected or likely to <br />be affected by a public calamity and the City Council is not in session; and <br /> <br />WHEREAS, the City Manager, as Director of Emergency Services of the <br />City of Redwood City, does hereby find that: <br /> <br />1. Conditions of extreme peril to the safety of persons and property have <br />arisen within the City of Redwood City, caused by a ruptured sewer force <br />main in the vicinity of Davit Lane and Anchor Circle in Redwood Shores, <br />commencing on or about 3 p.m. on the 25th day of August, 2010, which <br />caused sewage to be released into the adjacent Redwood Shores lagoon, <br />posing a threat of impairment to health, property and essential services; <br />and <br />2. Among other actions, such threat can be mitigated by the immediate <br />acquisition and application of a treatment to improve water quality within <br />the lagoon; and <br />3. The public interest and necessity demand the immediate expenditure of <br />public money to safeguard life, health, property, or essential public <br />services and the emergency will not permit a delay resulting from a <br />competitive solicitation for bids and this action is necessary to respond to <br />the emergency; and <br />4. The City Council of the City of Redwood City is not in session and cannot <br />immediately be called into session. <br /> <br />NOW, THEREFORE, IT IS HEREBY PROCLAIMED that a local <br />emergency now exists in the City of Redwood City within the Redwood Shores <br />Lagoon, and that the public interest and necessity demand the immediate <br />expenditure of public money to safeguard life, health, property, or essential public <br />services and that the emergency will not permit a delay resulting from <br />competitive solicitation for bids, and this action is necessary to respond to the <br />emergency. <br /> <br />~ -1- 10 ,,' '4.:()lJPM <br />ate and Time · <br /> <br /> <br />~PROVED AS TO FORM: <br /> <br />~Qojh.~ <br />City Attorney <br />
