<br />solicitation for bids, and that this action is necessary to respond to the <br /> <br />emergency, and hereby ratifies the City Manager's actions in <br /> <br />furtherance of the emergency. <br /> <br />3. The City Council finds that the emergency actions taken to address and <br /> <br />mitigate the sewage spill, including repair of public infrastructure and <br /> <br />protection of surface water resources, are necessary actions to prevent <br /> <br />or mitigate an emergency and as such are exempt from CEQA under <br /> <br />Public Resources Code section 21 080(b)( 4). <br /> <br />4. The City Manager is hereby directed to report to the City Council at the next <br /> <br />regularly scheduled meeting and every Council meeting thereafter until <br /> <br />the emergency action is terminated. <br /> <br />5.
