The tax base for the bonds for the project <br />described in said Measure (A) (Reclamation and Drainage <br /> <br />Project), shall be land only, and the term "land" shall <br /> <br />mean real property in the District (exclusive of improve- <br />ments and personal property), as provided in Section 214 <br />of the Ordinance.
