<br />A. ORDINANCE No. 2357 REPEALING CURRENT CHAPTER 16 AND ADDING A <br />NEW CHAPTER 16 TO THE MUNICIPAL CODE OF THE CITY OF REDWOOD CITY <br />RELATING TO THE LIBRARY BOARD (Introduction/First Reading on August 9, 2010; <br />publication on August 13, 2010). <br /> <br />6.4 Section - Claims and Checks <br /> <br />A. Approve checks dated through August 23, 2010 and usual and necessary <br />payments through September 13, 2010. Minute Order 10-161 <br /> <br />Council Member Foust said she is recusing herself from this item as she is in the process <br />of seeking advice on the Political Reform Act. <br /> <br />Council Member Foust left the Chambers. <br /> <br />7. STAFF REPORT <br /> <br />A. Proposed Saltworks Project. <br /> <br />Mayor Ira made some brief introductory remarks pointing out that the goal is to clarify the <br />community engagement process. Mr. Blake Lyon, Senior Planner, explained that the <br />costs are being covered by the developer and added information about process <br />(presentation on file). Mr. Lyon provided information on upcoming meetings inviting all to <br />attend and participate. He added that prior meetings are available at the project website. <br /> <br />The consultant Mr. Andes (Andy) Hauge, with Hauge Brueck Associates, then covered <br />the Environmental Act and the Environmental Review Process. He explained the NOP <br />(Notice of Preparation) followed by the Scoping Period, the Draft Environment Impact <br />Report (EIR) and the formal public comment period. Subsequently, the responses to the <br />comments are generated and the final EIR is prepared for Certification. At such <br />juncture the City may make decisions on the project. He highlighted two scoping <br />processes as well as the federal process. Mr. Hauge then provided details on the <br />notices that will be sent out about process and upcoming public meetings. <br /> <br />Mayor Ira opened the Public Comment period at 7:40 p.m. He noted there were over 40 <br />cards and he asked that people adhere to their message. <br /> <br />Public Comment: <br />Ellyn O'Toole sang a song, accompanied by an audience member who held up a banner <br />saying "Raging Grannies," in support of the bay as a resource for the whole region. <br />Members of the audience sang in unison with the speaker. <br /> <br />Maribel Arreola, a resident and business owner of Maribel Nails in Redwood City, thanked <br />Council for their work in continuing to study, evaluate and acquire more facts. She spoke <br />in favor of continuing the process and advised that people should know what they want <br />and voice their opinion. <br /> <br />Craig Thompson, a Redwood City homeowner, complimented the work staff has done <br />involving the community.
