She asked if they approved a PC permit for all of the <br />residential areas, would it return to the Commission prior to the start of the development. <br /> <br />Mr. Lyon stated if they were considering approval of the PC permit for the residential <br />areas, the Applicant's presentation and Staff's clarifications would help the Commission <br />understand the continuity of what had been proposed. This continuity included the <br />architectural and land use configuration standpoints as well as landscaping. All of this <br />established the character for the residential portion and the variety of architecture that <br />had been presented. Through a Notice of Official Action, they would allow the Planned <br />Community Permit to be the document for the entire residential portion, During <br />subsequent phasing, the Applicant may submit the details to the Planning Director and <br />be subject to approval of those phases; If the information provided was not enough at <br />this point for the Commission to arrive at this decision for the entire site, they were <br />asking the Commission to consider whether or not they had done enough to begin <br />Phase 1 of the project. <br /> <br />Commissioner Holt noted, regardless of their current decision, the hotel and commercial <br />portion would return to the Commission. <br /> <br />Mr. Lyon stated she was correct in this assumption, These portions would return in a <br />similar format for a subsequent Planned Community Permit. <br /> <br />Commissioner Bondonno asked if they were to approve all of the phases, minus the <br />hotel, were there any triggers or significant changes that might bring this back to the <br />Commission, <br /> <br />Mr, Lyon stated it would return on Staff's direction if the subsequent phases were not <br />consistent with the nature of what was presented currently, Any substantial deviations <br />might trigger a return to the Commission, Any deviation in the tone or scale of what was <br />currently presented might trigger a revisit. <br /> <br />Commissioner Tabing asked what advantage there was for the City to focus their <br />approval only on Phase 1. <br /> <br />Mr, Lyon stated, if the Commission was comfortable only with Phase 1 and required a <br />great degree of discretion for the rest, they could make a movement to go forward with <br />Phase 1 only. This deferred subsequent discussions and reviews of the phases for a <br />later date. Staff felt they had offered up what was adequate justification for considering <br />the entire plan, However, if the Commission was not comfortable with any aspect of the <br />plan, their alternative was to agree to Phase 1 only. <br /> <br />Commissioner Tabing noted the completion of the hotels and retail was pushed to a <br />future phase. He asked if they approved the entire plan, what might they expect in <br />further discussions with respect to what is included in the hotel and retail pieces, <br /> <br />Mr. Lyon stated, as presented currently, what was being asked with regard to hotels and <br />retail was whether or not they can move the retail from the location previously identified <br />and consolidate'with the hotel component. The other element was whether or not they <br />could defer the completion of the retail component to allow the entire residential portion <br />of it to be built.
