<br />REPORT <br /> <br />Page 1 <br /> <br />To the Honorable Mayor and City Council <br />From the Ci Mana er <br /> <br />September 13,2010 <br /> <br />SUBJECT <br />Final Acceptance - Redwood Shores Lagoon Maintenance Dredging Project <br /> <br />RECOMMENDATION <br />Accept, by motion, the Redwood Shores Lagoon Maintenance Dredging Project and <br />authorize the release of bonds and retention according to city procedures. <br /> <br />BACKGROUND <br />This project removed excessive silt deposits in lagoon areas to improve water quality <br />and the serviceability of the storm drainage retention system. This project was <br />permitted by the Army Corps of Engineers (Permit No. NWP35 File No.2009-00202S). <br />Over 14,500 cubic yards of dredged material was beneficially reused in the "Area H" <br />wetlands restoration effort rather than disposed of in a landfill. <br /> <br />On October 12, 2009, the City Council awarded the contract to perform maintenance <br />dredging in specific areas of the Redwood Shores lagoons to Aquatic Environments, <br />Inc. of Concord. The contract was awarded for $712,700.00. On March 22, 2010, <br />Council approved the dredging of an additional area of the lagoon (Zone 16, Optional <br />Bid Items 12a and 12b) for $329,940.00 making the total contract value $1,042,640.00 <br /> <br />The project was substantially and successfully completed July, 2010, in accordance <br />with the plans and specifications. Three (3) change orders totaling $192,535.00 were <br />issued, which included quantity adjustments. The final contract amount is $905,235.00 <br />which is 13% less than the total contract value approved by Council. This is largely due <br />to the contractor encountering harder material at shallower depths than anticipated, <br />which prohibited dredging as deep as originally intended. <br /> <br />AL TERNA TIVES <br />Council may choose not to accept the project, and/or not to authorize the release of <br />bonds and retention which would be contrary to the terms of the contract, and prior <br />Council action, and the public contracting code. <br /> <br />FISCAL IMPACT <br />Sufficient funding for this contract was approved and appropriated in Fiscal Year <br />2009/10 as Capital Projects Fund - Lagoon Maintenance Dredging. <br /> <br />>~1=- \I~ ;{..~ <br /> <br />S.
