P-1312 <br /> <br /> RESOLUTION ESTABLISHING POLICIES WITH REGARD <br /> TO NAVIGATIONAL DREDGING OF THE <br /> HARBOR AND CHANNELS OF THE <br /> PORT OF REDWOOD CITY <br /> <br />WHEREAS, regular maintenance dredging of the channels, turning basins, and <br />berthing of the Port of Redwood City areas to authorized deep-draft depths is <br />essential for safe navigation; and <br /> <br />WHEREAS, the availability of upland areas in the vicinity of the Port for the <br />disposal of dredged material has been severely restricted resulting in an increassed <br />reliance on open-water placement of these materials; and <br /> <br />WHEREAS, the availability and use of various sites for the disposal of dredged <br />material are inter-related and are critical to the economic viability of the Port of <br />Redwood City and other industries which depend on marine navigation and <br />commerce; and <br /> <br />WHEREAS, dredging and dredged material disposal in the San. Francisco Bay Area <br />is a controversial issue due to a combination of factors reflecting conflicting <br />policies including the need for major scheduled channe! deepening projects, and <br />continued maintenance dredging in furtherance of navigation and commerce, <br />protection of water quality, and environmental interests of sports and commercial <br />fisheries; and <br /> <br />WHEREAS, there is a serious need to balance such policies so that navigation and <br />commerce vital to the economy of the local community, state and nation shall not <br />suffer from over-reaction to conflicting interests; and <br /> <br />WHEREAS, regulatory agencies are considering numerous actions which would <br />seriously curtail or eliminate the use of in-Bay disposal sites resulting in a <br />substantial escalation of dredging costs or the closing of some navigation channels; <br /> <br />NOW, THEREFORE; BE IT RESOLVED BY THE BOARD OF PORT <br />COMMISSIONERS OF THE CITY OF REDWOOD CITY, AS FOLLOWS: <br /> <br /> 1. This Board hereby declares that the Port of Redwood City supports the <br /> utilization of a combination of dredged material disposal options including <br /> the continued use of the Alcatraz island site, designation of an economic <br /> ocean disposal site, placement on Delta levees, and other economically <br /> efficient and environmentally sound methods. <br /> <br /> 2o This Board further urges that City, County, State, and Federal officials, <br /> and others concerned with the disposa! of dredged material in San Francisco <br /> Bay and ocean waters, consider a balancing of economic interests with regard <br /> to the designation and use of disposal sites. <br /> <br /> <br />
