All of said acquisitions, work and improvements are to be constructed at the places, in the manner, of the sizes, of the materials, and to the lines, grades and elevations as shown on the plans, profiles and specifications made therefor, and on file in the office of the Clerk of the City of Redwood City, and the same are made a part hereof by reference thereto. 2. Whenever any public way is referred to as running between two public ways, or from or to any public way, the intersection of the public ways referred to are included to the extent that work shall be done therein pursuant to the plans and specifications herein referred to. 3. Said Council does hereby adopt and establish as the official grades for said work the grades as shown on the plans, profiles and specifications made therefor and made a part hereof. 4. The total estimated cost of said improvements is the sum of $67,654.60. 5. Said contemplated acquisitions, work and improvements, in the opinion of said City Council are of more than local or ordinary public benefit and said Council does hereby make the cost and expenses of doing such acquisitions, work and improve- ments chargeable upon a district, which district said Council declares to be the district benefited by said work and improve- ments and to be assessed to pay the entire cost and expense thereof.
