7.A Page 4 Goal 5: Is supported by current, accurate, and comprehensive data Updated data from background reports, studies, and surveys is provided for various technical areas including: housing, economic development, land use, circulation, public safety, recreation, human services, and other topics. City consultants utilized a traffic model to project "level of service" of various roadway segments. The City's in-house Geographic information System (GIS) was heavily utilized to develop important maps and conduct land use analysis. Several new "layers" were created for that system which will be an enduring improvement in the scope of use for this City resource. Goal 6: Is clearly organized and easy to read Each chapter of the New General Plan is color coded and follows a logical order, including a table of contents and glossary. The hierarchy of titles and sections, including the use of white space, makes it easy to read. Columns are utilized to identify special sustainability principals and an implementation matrix further improves ease of use. Goal 7: is graphically attractive, highly visual, and user-friendly In addition to being color coded and easy to follow, there are numerous photographs, diagrams, charts, graphs and maps to help the reader better understand the concepts and policies. A User's Guide in the beginning of the document provides context. A glossary at the end further supports the reader. Goal 8: Can be readily updated The New General Plan is a living document that will grow and change like the city itself. The document will be in binder form so that it can readily be updated as new goals, policy and programs are developed or actually met. Also, the implementation Plan Chapter includes a matrix which identifies and prioritizes program implementation, the responsible parties, and general time frames; all which make it easier to update the General Plan implementation progress. The New General Plan is formatted in Microsoft Word and can be fully edited and reproduced in house by City staff. Goal 9: Provides a framework for shaping and managing the City's future growth The New General Plan is intended to be a blueprint for future growth, especially along the various transit corridors and other focus areas that the Plan proposes. It establishes the basis for zoning regulations and provides guidance as to what the City will look and feel like, how we might live and get around, and suggests ways to overall improve the quality of life. There are various maps along with goals, policies, and programs which provide the framework for this new growth. Goal 10: Includes specific and measurable implementation strategies and associated time frames, as well as an approach to implementation monitoring and reporting The New General Plan incorporates an Implementation Plan Chapter to put the New General.Plan goals and policies into action. The purpose of the implementation plan is to translate the overall direction set forth in the General Plan from general terms to specific actions, in a clear and traceable manner. In addition, as required by CEQA, the New General Plan is accompanied by a Mitigation Monitoring and Reporting Program (MMRP) to ensure and track that the mitigations are completed. 4110
