7.A <br /> Page 5 <br /> Goal 11: Becomes a living and evolving document which can change over time <br /> As mentioned previously, the New General Plan is a proactive plan that will be <br /> amended over time to ensure its relevancy and relationship to changing conditions. <br /> Goals, policies, and programs will be implemented, yet some may change due to new <br /> trends, requirements, and direction by the Planning Commission and City Council. <br /> Substantial Zoning Amendments will be required in order to implement the New General <br /> Plan. <br /> Goal 12: Reflects Redwood City's diversity and enjoys broad community support <br /> The New General Plan reflects the diversity and values of what Redwood City is today <br /> and plans to be in future years. The document enjoys broad community support as it <br /> incorporates opinions of residents who participated in eight "affinity group" meetings, <br /> several English as a Second Language classes, and three large-scale community <br /> workshops. Comments were also recorded at a series of meetings of the City's Boards, <br /> Committees, and Commissions, including the Planning Commission and City Council. <br /> Within those meetings, separate meetings were held specifically to support the Housing <br /> Element. <br /> An up to date web site was maintained throughout the process and input was <br /> encouraged and accepted. There were also newsletters, display ads, public hearing <br /> notices, and press releases that were distributed to the public. Staff also made <br /> themselves available to anyone with inquiries about the New General Plan throughout <br /> the multi-year effort. in this way the City maintained communication with the community <br /> throughout the entire General Plan planning process. <br /> Prior to issuance of the November 2009 Draft New General Plan the staff and <br /> consultant team categorized and responded to over 600 individual public comments <br /> received on the plan and incorporated their input into the draft plan per Council <br /> direction. The New General Plan truly is Redwood City's own. <br /> Significant New Land Uses and Text in the New General Plan <br /> The New General Plan represents a transformation of the existing 1990 General Plan. <br /> The New General Plan includes significant revisions to the land use map and <br /> completely new text. (See Attachment 7 — Significant Land Use Changes Map and the <br /> New General Plan dated November, 2009, for more information.) <br /> The New General Plan proposes progressive and innovative programs and policies for <br /> certain corridors and/or focus areas. The following are the more significant goals and <br /> corresponding land use map designation changes in the New General Plan by focus <br /> area: <br /> Downtown <br /> Create a vibrant and rich city center with offices, theaters, retail businesses, and <br /> restaurants serving residences, businesses and night-time entertainment. The New <br /> General Plan seeks to maintain and improve the Downtown's pedestrian orientation, <br /> preserve its historic character, and maximize benefits of transit accessibility either <br /> through existing transit or the proposed street car network. This vision is also <br /> 410 consistent with the draft Downtown Precise Plan. See Mixed Use - Downtown land use <br /> designation in the New General Plan. <br />
