<br /> II. General Findings and Overview
<br /> A. Record of Proceedings and Custodian of Record
<br /> For purposes of CEQA and these Findings, the record of proceedings for the
<br />■
<br /> City's findings and determinations consists of the following documents and testimony,
<br /> at a minimum:
<br /> • The Redwood City Draft General Plan, dated November 23, 2009
<br /> (referred to herein as the New General Plan);
<br /> • The FEIR, which consists of the New General Plan for Redwood
<br /> City Draft Environmental Impact Report, published and circulated for public review
<br /> and comment by the City from May 11, 2010, through June 24, 2010 (the "DEIR" or
<br /> the "Draft EIR"), and the New General Plan for Redwood City, Responses to Comments
<br /> on the Draft EIR and Mitigation Monitoring and Reporting Program dated August
<br /> 2010„ and all appendices, reports, documents, studies, memoranda, maps, testimony,
<br /> and other materials related thereto;
<br /> • All public notices issued by the City in connection with the Project
<br /> and the preparation of the DEIR and the FEIR, including but not limited to public
<br /> notices for all public workshops held to seek public comments and input on the Project;
<br /> • All written and oral communications submitted by agencies or
<br /> interested members of the general public during the public review period for the DEIR,
<br /> including oral communications made at public hearings or meetings held on the Project
<br /> approvals;
<br /> • All other public reports, studies, documents, memoranda, maps,
<br /> or other materials reviewed and/or considered by the City in connection with its
<br /> preparation and consideration of the New General Plan, the DEIR, and/or the FEIR,
<br /> whether prepared by the City, its consultants, or by third parties, including but not
<br /> limited to the following:
<br /> o Association of Bay Area Governments, Bay Area Housing Needs
<br /> Plan 2007-2014,June 2008;
<br /> o California Performance Review Commission, A Government for
<br /> the People for a Change: Prescription for Change, August 2004;
<br /> o Memorandum regarding Water Demand Projects in the New
<br /> General Plan, dated September 24, 2010, from Justin Ezell,
<br /> Public Works Superintendent, to Jill Ekas, Planning, Housing &
<br /> Economic Development Director;
<br /> o Memorandum regarding Proposed Streetcar Line Additional
<br /> Information, dated October 4, 2010,. from Hogle-Ireland, Inc.,
<br /> to Tom Passanisi,Principal Planner, City of Redwood City;
