7.A Attacht-Rage 17 o New General Plan Analysis of Existing Conditions: A Compendium of Technical Background Reports, dated January 2009, prepared by Hogle-Ireland, Inc. (includes the following chapters: Introduction; Land Use Techncial Report; Urban Design Background Report; Sustainability Background Report; Transportation and Circulation Technical Report; Baseline Economic Conditions Report; Historic Resources Background Report; Housing Background Report; Geology, Soils, and Seismicity Background Report; Noise and Vibration Report; Neighborhood Summary; and Mixed Use Analysis); and o Redwood City Pedestrian Safety Assessment, dated July 2008, prepared by Fehr&Peers • All matters of common knowledge to the members of the City's Planning Commission and City Council, including but not limited to: (i) the City's 1990 General Plan and other applicable policies; and (ii)the City's zoning ordinance and all other applicable ordinances; (iii) information regarding the City's fiscal status and economic and development patterns and trends; (iv) federal, state and county laws, regulations, guidelines and publications applicable to or affecting the Project; and (v) reports, projections, documents and other materials regarding statewide, regional, and local planning and development matters within and outside of the City. The above documents are available for review by responsible agencies and interested members of the public during normal business hours at 1017 Middlefield Road, Redwood City, California. The custodian of these documents is the City of Redwood City's Planning, Housing and Economic Development Department. B. Findings Regarding Preparation and Consideration of the FEIR The City Council finds, with respect to the City's preparation, review and consideration of the FEIR, that: • The City exercised its independent judgment in accordance with Public Resources Code, section 20182.1(c), in retaining the independent consulting firm CirclePoint to prepare the FEIR, and CirclePoint prepared the FEIR under the supervision and at the direction of the City's Director of Planning, Housing and Economic Development. • The City circulated the DEIR for review by responsible and trustee agencies and the public and submitted it to the State Clearinghouse for review and comment by state agencies. • The FEIR and the proposed New General Plan were presented to the City's Planning Commission, which reviewed and considered, and conducted a public hearing on, the FEIR and proposed New General Plan.
