7.A <br /> Attachrrg@gR 19 <br /> 0 • Impact 4.1-4: Development allowed by the New General Plan could <br /> increase the height and bulk of development along the major <br /> transportation corridors beyond what currently exists, which could alter <br /> the visual character of these corridors. Implementing the transitional <br /> design measures and treatments for the major transportation corridors, <br /> identified by the New General Plan is expected to minimize the potential <br /> for adverse visual impacts in these areas and to render this potential <br /> impact less than significant. <br /> • Impact 4.1-5: Development allowed by the New General Plan could <br /> increase the height and bulk of development in the Mixed-Use Waterfront <br /> Neighborhood, which would alter the existing visual character. <br /> Implementing the policies and programs in the New General Plan in <br /> combination with City development review procedures that would guide <br /> new development in the area is expected to minimize the potential to <br /> adversely impact the visual character in these areas, making this potential <br /> impact less than significant. <br /> 4.2 Agricultural & Forest Resources <br /> • Impact 4.2-1: The development allowed by adoption of the New General <br /> Plan would not result in direct or indirect conversion of Farmland to <br /> III nonagricultural use, therefore, the New General Plan is not expected to <br /> have an adverse impact relating to conversion of farmland to urban uses. <br /> 4.3 Air Quality <br /> • Impact 4.3-2: The New General Plan includes policies and programs that <br /> address the seven Transportation Control Measures (TCMs) developed by <br /> the Bay Area Air Quality Management District (BAAQMD) requiring <br /> participation at the local level. These policies and programs demonstrate <br /> reasonable efforts to implement the TCMs included in the BAAQMD's <br /> Clean Air Plan (CAP), ensuring that the New General Plan will be <br /> consistent with the BAAQMD air quality plans. <br /> • Impact 4.3-4: The increased population allowed by the New General Plan <br /> would increase traffic volumes along roadways, which could increase <br /> carbon monoxide emissions. An increase in carbon monoxide emissions <br /> from traffic along major roadways could violate air quality standards, <br /> however, projected 2030 overall concentrations of carbon monoxide <br /> emissions are expected to be well under applicable air quality standards, <br /> ensuring that this potential impact will be less than significant. <br /> • Impact 4.3-5: Implementing the New General Plan policies would require <br /> adequate buffers between new or existing sources of odors and emissions <br /> ATTY/RESO/RESO.2055/ATTACHMENT1.A 5 <br /> 1 0/6/1 0 <br />
