7.A Attachrneer gA 56 9. Participating in and contributing to regional programs to promote economic development, health and air quality, and conservation. The New General Plan contains numerous policies and programs to encourage and facilitate the City's participation in regional programs that would promote the economic development and improve the quality of life in the City. (See pp. BE-94 to BE-95,BE-156 to BE-159,BE- 192 to BE-193, BE-216, BE-242 to BE-243, H-180 to H-181, BC-83 and PS-85) The City and its residents benefit, both directly and indirectly, from regional plans and programs prepared and conducted by regional agencies such as the Association of Bay Area Governments (ABAG), the Bay Area Air Quality Management District (BAAQMD),the Metropolitan Transportation Commission(MTC),the Bay Conservation and Development Commission (BCDC), and the City/County Association of Governments of San Mateo County. These programs include the FOCUS program, led by ABAG and supported by the MTC, BAAQMD, and the BCDC, pursuant to which Redwood City has been designated as a "Priority Development Area"; BAAQMD's CARE program, which has identified portions of Redwood City as eligible for grants and incentives to improve air quality and reduce risks associated with air emissions; and the BCDC's Bay Plan and Seaport Plan, which provides guidance to the City relating to development of the Port of Redwood City and other bayfront development. Participating in these various programs and cooperating with these and other agencies provides various benefits to the City, which may take the form of economic development incentives, improved health care, support and assistance relating to issues involving the Port of Redwood City and the City's bayfront properties, and an improved quality of life in Redwood City.
