She was <br /> pleased with the streetcar design. <br /> Mr. Aranda, prior to the Motions, noted that Actions 1 and 2 were encapsulated in one <br /> resolution, so the Commission could make one Motion for both. <br /> M/S (Borgens/Smith) recommendation by the Planning Commission to the City Council 1 <br /> to Adopt a Resolution to certify the Final Environmental Impact Report (Final EIR) <br /> prepared for the New General Plan, subject to implementation of the EIR mitigation <br /> measures; and adopt the Mitigation Monitoring and Reporting Program (MMRP) <br /> prepared for the project, based on the findings outlined below: <br /> a) The Final EIR has been completed in compliance with the California <br /> Environmental Quality Act(CEQA); <br /> b) The Final EIR has been presented to the Planning Commission and the <br /> Planning Commission has reviewed and considered the information <br /> contained in the Final EIR before recommending approval of the project to <br /> the City Council; <br /> c) The Final EIR reflects the City's independent judgment and analysis; (See <br /> Attachment 1 —Resolution certifying Final EIR <br /> Adopt a Resolution to approve the New General Plan including: the text and land use <br /> map dated November, 2009; Section 3.0 Revisions and Errata of the Draft EIR <br /> described in the document A New General Plan for Redwood City Response to <br /> comment on the draft EIR and Mitigation Monitoring Reporting Program dated <br /> III August2010 ; the General Plan Revision Matrix with attachments; and other changes <br /> as deemed appropriate. MATTERS OF COMMISSION INTEREST <br /> • The Downtown Precise Plan documents and the Draft EIR for the <br /> Downtown Precise Plan were pending.
