The following <br /> comments are based on the Final Environmental <br /> Impact Report. <br /> P P <br /> Comment 4.2 <br /> Generally,land use change with the addition of new project developments will contribute to <br /> increasing traffic and not reducing traffic on any street, unless the new developments provide <br /> roadway mitigation that alters the traffic route and or causes the mode shift. Please show your <br /> analysis in the report. The future traffic analysis input volume should be greater or equal to the <br /> existing or an explanation should be provided if not. <br /> Comments 4.3 and 4.5 <br /> The Department acknowledges the City's response, but does not necessarily agree with the <br /> response. If significant impact was found due to the new development indicated in the New <br /> General Plan, every effort should be made to mitigate the impact rather than merely state that <br /> the impact is considered significant and unavoidable. <br /> Comments 4.4 and 4.5 <br /> The Department understands there was a proposed widening project on State Route (SR) 84 <br /> between Middlefield Road and Broadway which would help to alleviate the increased traffic <br /> along this corridor. We encourage the City to continue its partnership with the Department and <br /> continue to pursue this project to accommodate the new development in the area; whether it is <br /> from the federal grant or the City's collected traffic impact fee.
