7.A Attachment 8 Page 93 General Plan Text Highlights (Note: These are some of the more significant highlights of the New General Plan. For other significant changes please refer to the document) • Housing Element: New detailed housing and zoning inventory for the past 1999- 2006 and current 2007-2014 periods was developed and included to accommodate the Regional Housing Needs Allocation (RHNA) for the current period. This included the development of a parcel specific inventory, backed up by field surveys of each site including a description of existing conditions as well as determination of potential residential buildout potential relative to zoning in place during the prior period. This higher level analysis confirmed the findings in the previous study that the City had and continues to have adequate zoning in place to meet its RHNA. The State Department of Housing and Community Development reviewed the revised document and concluded in a letter dated December 17, 2009, that the revised housing element would comply with State housing element law when adopted by the City and submitted to the Department, pursuant to State Law. • Sustainability — Community Climate Action Plan and Green Building Ordinance. During preparation of the New General Plan, several other sustainability efforts were completed. The New General Plan was revised to include more current references to both the newly adopted Green Building Ordinance and the new Community Climate Action Plan. The Green Building Ordinance contains building construction guidelines for human and environmental health, including site development, water savings, energy efficiency, material selection, and indoor environmental quality. The Community Climate Action Plan encourages and provides tools for residents and local business to take a real leadership role, together with the City, to reduce greenhouse gas emissions and curb the impacts of global warming. The New General Plan discusses climate change and ways to reduce the green house effect and other air pollution issues. Policies and programs were coordinated among all the documents. • Flood Plain Analysis and Policy: Per new State law, the New General Plan has more in depth analysis and more specific information on and about flood plain analyses and the location of such analyses in the document. Previously, flood hazard was addressed in the Public Safety Element and now it will be found throughout the plan including the Built Environment Element which includes the Land Use and Urban Form and Infrastructure chapters. • Economic Data Update: New 2009 data was obtained to compare Redwood City's employment data against the metropolitan data and thus provided the most current economic profile for the City with respect to employment. • Walking Shed Map: Although some of the plan maps have been revised, the
