7.A Walking Shed Map is a new addition to the Plan and a specific requeEtag Council. See Figure BE-8, pg. BE-57. The map illustrates the parts of the City that are within walking distance to various amenities such as parks, schools, • library, and grocery stores. It also indicates what neighborhoods have less pedestrian access to these uses. The map enforces a number of policies and programs in the Land Use and Urban Form and Circulation Chapters of the Built Environment Element as well as the Building Community Element. • Redwood Creek/Harbor Master Plan: The Land Use and Urban Form Chapter now includes policies and programs that direct implementation of land use goals, including the preparation of new planning areas and zoning amendments. In both the Veterans-Broadway and the Bayfront focus areas, new zoning will be required for implementation. The Plan evaluates these areas in relationship to the draft transportation policies and programs as well as in relationship to Redwood Creek and the City's "harbor" which includes the Port and potential ferry terminal. Staff saw this as an opportunity to further define the boundaries of a planning area centered on Redwood Creek, which crosses highway 101 a nd extends from the Bay to Downtown. This new orientation does not represent any changes in policies or land use designations, but helps focus and direct future implementation efforts to further acknowledge Redwood City as a city "on the bay." Some additional text in the Land Use and Urban Form Chapter provides framing for this concept and identifies this area as a link between Downtown and the Bay, incorporating mixed use development and strong circulation linkages with public amenities. This concept will also be specifically referenced in a program in the Land Use and Urban Form Chapter. Based on the significant • number of public comments received about Redwood Creek and the Bay as prime community and regional assets, staff believes that this concept respects and supports those intentions. • Seniors: At a joint session with the Senior Affairs Commission; Parks, Recreation and Community Services Commission; and the Civic Cultural Commission, feedback about the lack of a specific section about seniors was expressed. In response to early input seeking to ensure that the plan is supportive of seniors, the General Plan Team determined that the concerns cited were substantially addressed throughout the plan in an integrated manner and not specifically highlighted in any one area. The revised Building Community Element will provide overall context on this topic as well as direction for where specific policies and programs in the General Plan can be found that relate to the needs of seniors. • Freight Rail: A number of specific comments from the Seaport Industrial Association and industrial business interests in the Port area requested that the Land Use and Urban Form Chapter better address the relationship between the Port and the related and compatible industrial area and freight rail.
