6.1C Page 1 REPORT To the Honorable Mayor and City Council From the City Manager October 11, 2010 SUBJECT Award of Contract—Maddux and Stafford Parks Sand Play Area Renovation RECOMMENDATION Approve, by motion, the contract documents and award the standard form contract for the Maddux and Stafford Parks Sand Play Area Renovation Project to Silicon Valley Builders of San Jose for their responsive and responsible low base bid of $73,383.00 and include additional bid items of $9,276.00 for a total contract amount of $82,659.00. And, authorize the City Manager to increase the contract amount, if necessary, up to 10% of the amount awarded. BACKGROUND In 2009, the Parks, Recreation and Community Services Department tested the sand in various park play areas for E-coli bacteria. Tests were positive at both Stafford and Maddux parks. To protect the health, welfare, and safety of the community, those contaminated sand play areas have been fenced off to prevent public access. Despite staff's best efforts over the last year to eradicate the contamination, it is recurring and the sand must be removed. Abey Arnold Associates, Landscape Architects, was retained in May to assist staff with community outreach, design of park renovations, and to provide construction support services. Two meetings with park users and interested community members were held at Maddux and Stafford parks. At the first community meeting on April 10, 2010, staff explained the need to remove the sand. Staff asked attendees to consider various design options and report back with their ideas. At the second meeting on June 5, 2010, community members reached consensus to replace the sand areas with water features. At that time, several concepts were presented by Abey Arnold Associates. Attendees elected a "water play area" design concept that includes whimsical snail and frog climbable sculptures. The design was completed for replacing the existing sand play areas at both Maddux and Stafford parks with new water features. Staff believes that this design concept will add significant play value to the park and contributes to a sense of place for park users. As the lead agency, City of Redwood City has determined that the Maddux and Stafford Parks Sand Play Area Renovation Project meets the CEQA exemption criteria as set forth in Section 15302, ("Replacement or Reconstruction"). Furthermore, this project has been designed compliant with the city's Engineering Standards and accepted landscape architectural practices. The three (3) bids received at the bid opening on September 30, 2010, are summarized in the table below.
