6.1D Page 1 REPORT To the Honorable Mayor and City Council From the City Manager October 11, 2010 SUBJECT Award of Contract— Fair Oaks Child Care Center Infant Play Area Renovation Project RECOMMENDATION Approve, by motion, the contract documents and award the standard form contract for the Fair Oaks Child Care Center Infant Play Area Renovation Project to Blossom Valley Construction of San Jose for their responsive and responsible low base bid of $144,187.00 and include additional bid items of $28,956.00 for a total contract amount of $173,143.00. And, authorize the City Manager to increase the contract amount, if necessary, up to 10% of the amount awarded. BACKGROUND There are two child care play areas at Fair Oaks Community Center that serve up to 86 children, ages 1 through 5. These two separate play areas are distinct and have their own play equipment and surfaces. The infant care play area is for the exclusive use of up to 20 toddlers ages 1 through 3, while the other area is for preschoolers, ages 4 through 5. The infant care play area is over 18 years old and does not function effectively. There is a large concrete enclosed sand play area that is outdated which does not allow toddlers to move about freely during play. The existing playground equipment has outlived its useful life; and after multiple repairs over the years, replacement parts are no longer available to attempt another restoration of the worn structures. Abey Arnold Associates, Landscape Architects, was retained in September, 2009 to assist staff with community outreach, to provide design documents and construction support for the renovation of the play area. Several meetings were held with the child care facilitators to generate design ideas and ensure the new infant play area met the needs of the users and the center. The design concept that resulted from this process features sufficient space for children to safely ride tricycles, removal of the concrete enclosed sand area to open up the area to allow toddlers more freedom of movement, and installation of new play structures designed as tool sheds, theater panels, and snack shacks. A large covered area where the children can play outside during inclement weather and concrete seat wall are included as additive items and staff recommends awarding these as well. As the lead agency, City of Redwood City has determined that the Fair Oaks Child Care Center Infant Play Area Renovation Project meets the CEQA exemption criteria as set forth in Section 15302, ("Replacement or Reconstruction"). Furthermore, this project has been designed compliant with the city's Engineering Standards and accepted landscape architectural practices. The six (6) bids received at the bid opening on September 29, 2010, are summarized in the table below.
