6.2A Page age 1 To the Honorable Mayor and City Council From the City Manager October 11, 2010 SUBJECT Final Acceptance—Redwood Shores Levee Improvement Project RECOMMENDATION Accept, by motion, the Redwood Shores Levee Improvement Project, and authorize the release of bonds and the retention according to city procedures. BACKGROUND On November 9, 2009, Council awarded the construction contract for the Redwood Shores Levee Improvement Project to Tucker Engineering for a base bid of $661,866.35. During the course of the construction work from December 23, 2009 to January 31, 2010 and from July 19, 2010 to August 6, 2010, two changed orders were issued for a total credit of $65,682.55 (or 9.9% of base bid), resulting in an adjusted contract price of$596,183.80. Most of the credit is the result of design changes such as omitting asphalt paving in favor of base rock, and deleting a section of slope stabilization work that was deemed unnecessary in the field. The base rock is a more appropriate surface treatment option that allows for better adaptation to future improvements. In the future, soil can be added to the base rock without having to pulverize the asphalt. Although Council awarded the contract in November of 2009, construction did not begin until after December 23, 2009, when all necessary state and federal regulatory permits were obtained. Construction was halted after January 31, 2010 due to the start of the California Clapper Rail nesting season, as directed by the U.S. Fish and Wildlife Service (USFWS). Levee work could not resume until after September 1, 2010, the conclusion of the nesting season. At that time, the City directed its environmental consultant to conduct a clapper rail survey, and clapper rails were not detected around the levee construction area. The result of that survey, as well as a request to resume levee construction work prior to September, was submitted to the USFWS for consideration. construction work was granted on June 14, 2010. The Redwood Shores Levee Improvement Project is in response to the Federal Emergency Management Agency's (FEMA) levee certification mandate. A draft levee certification package has been sent to FEMA for review, and mostly administrative comments, such as submitting post-construction as-built drawings, have been received. This project involved grading and earthwork to raise the levee height by an average of one to two feet for approximately 17,300 feet of levee surrounding the Redwood Shores to meet FEMA's standard.
