Box 391
Redwood City, CA 94063 -0391
Re: Proposal for Additional Transportation Consulting Services for the Hoover Area Connection
Project in Redwood City, California P09 -1858
Dear Ms. Olalla:
Fehr & Peers is pleased to submit this proposal to perform additional transportation services for the Hoover
Area Connection Project. The original analysis identified four potential solutions to the mobility issues facing the
neighborhood which were presented in a memorandum dated April 2, 2009. The purpose of that memorandum
was to identify the effect of the proposed improvements on the delay to vehicular traffic at the Woodside Road
(SR 84) /Middlefield Road intersection.
Colin Burgett from Nelson Nygaard worked on the original project and will also be under contract to perform
services for the proposed project and provide continuity. This continuity and familiarity of the project will
increase efficiency and provide a better product.
This scope of work will update the memorandum with additional analysis based on comments provided by
Caltrans. The updated memorandum will include the original four design options that were presented as well as
five additional options that will provide an alternate to each of the four original options. These alternate options
are a result of the comments provided by Caltrans staff and are described in the table below.
Option Description
A East Leg Xwalk with existing slip lane on the NE corner
B West leg Xwalk with existing slip lane on the NW corner
C East and West leg Xwalk with existing slip lanes on the NE and NW corners as
well as signal phasing changes from split to protected
D (originally Option P) Xwalks on all 4 legs with jogged median on Woodside Rd slip lanes on the NE
and NW corners and existing signal phasing
E Same as above Option A but eliminating the slip lanes on both the NE and NW
corners
F Same as above Option B but eliminating the slip lanes on both the NE and NW
corners
G Same as above Option C but eliminating the slip lanes on both the NE and NW
corners
H Same as above Option D but eliminating the slip lanes on both the NE and NW
corners
Same as Above Option H but without the jogged xwalk
