Steve Morrison, Water Transit Authority project manager for the implementation and <br />operations plan, thanked the City Council for Council Member Howard's participation <br />and the support in adopting Resolution 14560 on August 5, 2002. He stated that the <br />reason the resolution is before Council at this time is the need to find sources of <br />revenue beyond what is reasonable to expect from the bridge toll should that be <br />enacted and passed. He further stated that the "Measure A" extension is a key and <br />critical potential source of that revenue in the Port of Redwood City, the Harbor Master <br />and South San Francisco will be submitting proposals for "Measure A" funds in a <br />timely manner. <br />Council Member Howard stated that a presentation was made to the Chamber of <br />Commerce and a resolution passed for support of the project and funding <br />applications. <br />Council Member Hartnett stated that the Board of Directors of the Chamber of <br />Commerce endorsed the resolution and recommended it to the City Council with one <br />modification as follows: Page one of the proposed resolution, last paragraph, No. 1 — <br />strike the word "top" in reference to the State Bridge Toll Expenditure Plan. <br />Public Comment: <br />Mike Pacelli, representing the Chamber of Commerce, stated that the Chamber did <br />vote to support the resolution. He stated that as members of the business community, <br />there is a responsibility for all to participate in working toward solutions to the traffic <br />congestion challenges in the region. He further stated that the Chamber encourages <br />the Council to endorse the resolution. <br />Clem Molony expressed support as a member of the Chamber of Commerce <br />Economic Development Committee for several years. He stated his knowledge of the <br />development and transportation challenges on the Peninsula. In addition to supporting <br />the toll money and "Measure A" money, the Board also expressed support for the <br />WTA's Implementation and Operations Plan. <br />Rudy Luca stated his concern with the toll rise to subsidize the program and what the <br />impact would be on individuals. He stated he is concerned about public transportation <br />but wants to know the costs involved. <br />Council Member Howard stated that the proposed toll will support many projects and <br />suggested Mr. Luca contact Steve Morrison with any questions. <br />Steve Morrison stated that specific fares have not yet been set. The fares for the <br />ferries from Redwood City, South San Francisco or any other location will be <br />competitive in order to attract riders.
