M/S Ruskin /Howard to adopt RESOLUTION 14496 IN SUPPORT OF FUNDING FUTURE REDWOOD CITY FERRY SERVICE FROM A PORTION OF NEW STATE BRIDGE TOLL REVENUES AND THE SAN MATEO COUNTY SALES TAX EXTENSION. STAFF REPORT - A. Traffic Impact Fees, amendment of ordinance; (301) Engineering and Construction Manager Patterson stated that with the Retail /Cinema project underway, this would be a way to jumpstart some businesses Downtown. The exemption is for retail, residential and restaurant use in a larger Downtown area. Offices would not be exempted from the fee. The ordinance is planned to last for approximately 3 -1/2 years as a sunset clause to assist those interested in expediting locating in Redwood City. Pedestrian transit improvements are still scheduled to occur Downtown, although the fees for some of those uses is exempted. Redevelopment, grant, and possibly transportation agency monies will be available for those improvements. Council Member Pierce stated that a concern of the Housing and Human Concerns Committee was that this would be an additional fee for housing developers. She asked for a more clear definition of Section 2, page 5 of the proposed ordinance referring to "Administrative Office ". Her concern related to misunderstanding in terms of "retail sales ". Engineering and Construction Manager Patterson stated that the office definitions exist in the Zoning Ordinance so that there is clarity between the proposed ordinance and the Zoning Ordinance. 7:50 p.m. — Vice Mayor Ira arrived at the dais AGENDA City Manager Everett stated that the record should show retail sales as being generally accepted and not wholesale sales. This ordinance should apply to retail sales where the general public is allowed into the building.
