Regional Water System — Implementation of Assembly Bill 2058 and Senate <br />Bill 1870; (214) <br />Council Member Ruskin stated that in 2002, three significant bills were passed <br />through the State legislature and signed by the Governor, AB 1823 with which the <br />State mandates that San Francisco repair the Hetch Hetchy system. The <br />implementation to be considered at this time regards the other two bills. AB 2058 <br />allows the City to set up and join the new water district that will enable the <br />agencies to look out for own interests in terms of water conservation, recycling <br />water and many other issues. The recommendation as stated below relates to AB <br />2058 and sets the public hearing to consider forming and becoming a member of <br />the Bay Area Water Supply and Conservation Agency (BAWSCA). Item number 2 <br />deals with SB 1870 which established a funding authority asking the agencies to <br />appoint an elected official to the office of the Director. <br />1) M/S Howard /Pierce to adopt RESOLUTION 14495 FIXING THE TIME AND <br />PLACE OF A PUBLIC HEARING ON WHETHER TO FORM, AND BECOME A <br />MEMBER OF, THE BAY AREA WATER SUPPLY AND CONSERVATION <br />AGENCY; <br />The motion passed by a unanimous roll call vote. <br />2) M/S Howard /Pierce to appoint Redwood City Council Member Ira Ruskin to the <br />Office of Director of the San Francisco Bay Area Regional Water System <br />Financing Authority, established pursuant to California Water Code Section 81600 <br />et seq. for the term determined as provided in Water Code Section 81631(b) (SB <br />1870).
