A. Proposed International Cycling Event (proposed world class bicycle race
titled "2003 Sea Otter Classic Elite Road Stage Race");

(This is a joint item with the City Council meeting Item 8.A of January 13, 2003)

Downtown Development Manager Moeller described a proposal for a world class
professional cycling event in Redwood City. She stated that the proposal was
brought to staff approximately 2-1/2 months ago and staff feels that having a
program of signature events and activities in the Downtown is part of the
revitalization program. She further stated that she has worked with other City staff
to determine whether the event is feasible from all aspects to start in April 2003. If
successful the first year it is seen as an annual event that will grow both in stature,
number of participants and attendance by the public. This event is viewed as an
avenue to not only showcase the Downtown, but the beautiful residential
neighborhoods.

Rick Sutton, CEO and President of GaleForce, Inc. presented his proposal utilizing
PowerPoint that included the background of his company, showed events he has
put on in Monterey and around the country, along with a film clip.

Council Member Jordan stated that the event is one that well better educate
drivers and residents of Redwood City on recreational bike riding.

Rick Sutton's staff member explained the rolling enclosure concept as being similar
to a Presidential Motorcade and explained the process that utilizes various official
and safety vehicles to provide for the riders' safety.

Public Comment:
Paul Wassem stated his support for the event and commended Rick Sutton as
being well known and one of the best promoters in the business. He further stated
that the event is a healthy, positive event that partners with the community.

Mike Jacoubowsky stated his support and that the success of such events has
huge benefits.

Bill Lithgow stated his excitement with such an event and that he has volunteered
with the Sea Otter Classic for at least ten years.

Berry Stevens stated that the event has grown and been a success because of
integrity.

Alexander Wassmann stated that he has known Rick Sutton and as a Redwood
City resident loves cycling.

REGULAR REDEVELOPMENT AGENCY MEETING JANUARY 13, 2003
MINUTES PAGE 2
MINUTES Book No. 59
Page No. 118
