Richard Blanco asked that the Council welcome the event to the community and
offer the opportunity to see the superb athletes.

_. Ralph Criscione stated that this event presents a partnership, a community and
teamwork. He further stated that during PACT, he learned that Redwood City does
have a vision and that this is the flashpoint of that vision.

Gary Westby, who lives and works in Redwood City, stated that the event is a
world class road race and sporting event that puts Redwood City on the map.

Judy Buchan, representing the Downtown Business Group, stated that the Group
voted unanimously to support the event.

Ray Wang stated his hope that there would be a good tie-in between local
businesses and the program so they can benefit from the success.

Rudy Luca asked who will monitor and pay for the street closings and secondly,
the responsibility of the City for any road improvements. He also asked what the
$25,000.00 cost will cover.

Robert Baldwin stated his support for the event as one that will never be forgotten.

Eddie Maldonado stated that if the City of Redwood City is hosting the event for
$25,000.00, that there are more important issues to tend to such as the flooding in
Friendly Acres.

Mayor Claire stated that there is a Capital Improvement Project account funded for
the flooding issue in that particular area.

Downtown Manager Moeller stated that in working with the Police Department it
was indicated that a conservative estimate for the cost of providing motorcycle
officers and the rolling enclosure support would be approximately $20,000.00. The
remainder of the $25,000.00 would be applied to staff support for noticing and
posting of meetings and other needed items such as pothole repair work.

M/S Howard/Jordan approving that the City of Redwood City and the Redwood
City Redevelopment Agency host a proposed world class bicycle race, the "2003
Sea Otter Classic Elite Road Stage Race", and authorize a budget appropriation
from un-appropriated Redevelopment funds for public support and in-kind services
in an amount not to exceed $25,000. The motion passed by a unanimous voice
vote. RD MO 03-02

6. PUBLIC HEARING-None

7.
