10/11/2010 <br />Attachment 1.A <br />many of the Land Use and Urban Form policies are intended to reduce the <br />number and length of vehicle trips that occur in the City and are expected <br />to slow traffic and increase traffic congestion in some locations in the <br />City, these Land Use and Urban Form policies are consistent with policies <br />in the Circulation Chapter that are intended to promote non - vehicular <br />travel and that emphasize pedestrian and bicycle travel. Therefore, any <br />impact relating to a potential conflict between policies and programs in the <br />New General Plan is expected to be less than significant. <br />• Impact 4.14 -9: The potential impact relating to an increase in vehicle <br />miles traveled (VMTs) as a result of adoption of the New General Plan <br />is expected to be less than significant because, although overall VMTs <br />are expected to increase as a result of adoption of the New General Plan, <br />VMTs would decrease on a per - household basis due to implementation of <br />various policies and programs in the New General Plan that promote and <br />encourage the use of alternative modes of travel. <br />4.15 Utilities <br />• Impact 4.15 -1: Although new development permitted under the New <br />General Plan would increase the volume of wastewater generated in the <br />City, such development would not result in an exceedance or violation of <br />the Regional Water Quality Control Board's ( RWQCB) wastewater <br />treatment requirements because the South Bayside System Authority's <br />(SBSA) existing 10 -year Capital Improvement Program will assure that <br />the SBSA has sufficient capacity to continue to meet or exceed RWQCB <br />requirements. <br />• Impact 4.15 -2: Although development allowed by the New General Plan <br />may require the construction of new City water facilities or the expansion <br />of existing facilities, the construction of which could cause significant <br />environmental effects, this impact is expected to be less than significant <br />because new policies and programs in the New General Plan call for the <br />preparation of a Water Master Plan to be coordinated with the City's <br />Water Capital Improvement Program. Pursuant to these programs, all new <br />water supply and conveyance facilities will undergo environmental review <br />as required by CEQA, to minimize any potential environmental impacts. <br />As a result, adoption of the New General Plan would not result in any <br />significant impacts from the construction of new facilities or the expansion <br />of existing facilities. <br />• Impact 4.15 -3: Development allowed by the New General Plan may <br />require or result in the construction of new City wastewater collection <br />facilities or expansion of existing facilities, the construction of which <br />could cause significant environmental effects.
