He <br />stated that the design of the culvert is such that it becomes clogged and does not <br />drain the creek when the rain is very heavy. The water pools up into the Hetch <br />Hetchy easement, gets deep enough to run into his neighbor's back yard, runs into <br />his backyard and then into the first floor of his home.
