�.e/ <br />March 10, 2003 <br />Subject <br />Redwood Shores Branch Library Project Application <br />Recommendation <br />Approve Motion of Intent to adopt resolutions A through G which will be incorporated in <br />a Resolution to certify the library project budget, local funding commitment, <br />supplemental funds, and public library operation to be adopted on March 24, 2003. <br />Background <br />On September 23, 2002, Council authorized Anderson Brute Architects and City staff to <br />move forward and develop a Library Bond Act grant application for construction of a <br />branch library in Redwood Shores. From September 2002 through March 2003, staff <br />engaged the Redwood City community and in particular, the Redwood Shores <br />neighborhood, in an extended dialogue and needs assessment that included: 162 <br />survey responses, nine focus group meetings, five community advisory committee <br />meetings, four community forums, four Library staff meetings, two City staff meetings, <br />three San Francisco Bay Conservation and Development Commission (BCDC) <br />meetings, one Architectural Review Committee meeting, one Planning Commission <br />meeting, as well as individual meetings held with various homeowner associations. <br />What staff heard from the community is a validation for the need of a branch library. <br />Staff also heard that there is a need for community spaces for library programs and <br />other activities. <br />Based on these comments, the Architect developed a program for a 22,500 square feet <br />library building on a 3.547 -acre parcel located at the northwest corner or Marine <br />Parkway and Bridge Parkway in the Redwood Shores community. Please refer to the <br />attached site plan. Projected cost of the project is approximately $14.5 -15.5 million <br />(including the value of the land), of which 35% of eligible costs must be matched by the <br />City. The appraised value of the proposed site is $3.86 million. If the City is successful <br />in obtaining the grant, the estimated earliest opening date for operation will not occur <br />until FY 07 -08. <br />As required for all developments, the library project has had to go through an extensive <br />planning process. Besides all the community meetings, the City's Architectural Review <br />Board (ARC) reviewed the project on February 25, and generally approved the urban <br />design and siting concepts. The ARC will review the final design at a future date assuming <br />that the grant is approved. In addition, on March 4 the Planning Commission reviewed and <br />adopted the Mitigated Negative Declaration for the project as required by the California <br />Environmental Quality Act (CEQA).
