A mitigation measure restricting pile driving was <br />added in response to public comments. Copies of comments and responses are available <br />in the City Clerk's office. <br />Anderson Brul6 Architects and City and Library staff have done extensive work to <br />develop the documentation requirements of the application. These include: Site and <br />Title requirement, Community Library Needs Assessment, Library Plan of Service and <br />Building Program, Joint Use Cooperative Agreement, and Conceptual Design. <br />Therefore staff feels that this is a competitive application, and would like the Council to <br />approve this project in concept and adopt the Motion. On March 24, staff will bring <br />back to Council the resolutions necessary to certify the application. <br />Alternative <br />Council can elect to not approve this Motion, and thus, not provide the opportunity to <br />compete for grant funds that would provide two- thirds of the costs of a branch library in <br />Redwood Shores. <br />Fiscal Impact <br />Staff recognizes that city finances are uncertain for FY 07 -08. We are confident that with <br />(1) redeployment of staff and (2) technology revolutionizing self- service return and <br />checkout, the Library can operate with the same number of FTE positions (46.44) as in our <br />FY 03 -04 budget. We will work with the architect on design and materials to ensure that <br />custodial and building maintenance costs are kept to a minimum. <br />By approving these resolutions, the City Council is not committed to move forward. We <br />have the option of turning down the grant if at the time we do not believe we will have the <br />funds necessary to operate it. We will know about the state impact in Redwood City <br />sometime between May and August of this year and the grant recipients will not be <br />announced until September 2003.
