&2C -3�? <br />SAN MATEO COUNTYWIDE CONGESTION RELIEF <br />PLAN <br />PURPOSE: <br />C /CAG receives funds from the Cities and County through a special assessment to fund <br />the Congestion Relief Plan. The Congestion Relief Plan is composed of seven programs <br />whose goal is to move San Mateo County forward to meet the Countywide Transportation <br />Plan requirement to increase transit ridership from 6% to 20% and reduce automobile <br />usage from 94 to 80 %. The plan focuses on the operating efficiency of the transportation <br />system through shuttles, Transportation Demand Management, Intelligent Transportation <br />Systems and creating incentives for the cities and County to develop transportation <br />friendly land use. A total of $7.1 M a year for four years is provided by the plan. This <br />includes $2.3 M a year in new money from the Cities and County. SamTrans and the <br />Transportation Authority will be asked to provide matching funds of $1.8 M a year. <br />State/ Federal sources will provide $3 M a year. <br />Planned annual funding for the seven programs are: 1- Employer shuttles - $1.0 M, 2- <br />Local Service - $2.0 M, 3- Countywide Transportation Demand Management - $0.45 M, <br />4- Try Transit -$0.05 M, 5- Intelligent Transportation System Study - $0.4 M, 6- Highway <br />101 Ramp Metering Study - $0.2 M, and 7- Transit Oriented Development Land Use <br />Incentive Program - $3 M. <br />BENEFITS: <br />• Funds committed by the Cities and County is leveraged by other sources. <br />• Provide a matching program for unique local shuttle services. <br />• Expands the number of Employer based shuttles <br />• Funds a Peninsula Corridor Ramp Metering Study. <br />• Funds a Countywide Intelligent Transportation System Study. <br />• Provides funding for Countywide Transportation System Management (TSM). <br />• Continues Transit Oriented Development Incentive Programs. <br />C /CAG BOARD ROLE: <br />• Review and approve implementation of the Congestion Relief Program. <br />• Program funding to projects to implement the Congestion Relief Plan. <br />• Pursue additional funding. <br />
